PENGAWASAN TERHADAP PEREDARAN DAGING SAPI POTONG OLEH DINAS PERTANIAN PETERNAKAN PERKEBUNAN DAN KEHUTANAN (DISPERNAKBUNHUT)KOTA PADANG
ABSTRAK: Supervision of the
circulation of beef as a producer of animal protein necessary for human growth
needs to make beef demand increases. With the growing demand for beef slices
make businessmen sell meat beef unfit consumed to the community which resulted
in the incidence of loss. The issue raised in this thesis are (1) how does the
mechanism of surveillance conducted against Dispernakbunhut animal health prior
to the cuts of beef (2) how can the mechanisms of Dispernakbunhut surveillance
after viability of the beef cut that is circulating in the Community (3) how is
the form of the responsibility of the perpetrators of the attempt against the
beef cut that is unfit for consumption by the consumer. This type of research
is the juridical sociological. Data obtained through interviews and documents.
The data were analyzed qualitatively. From research it can be concluded that
(1) the form of the supervision carried out by the Dispernakbunhut in the form
of an examination in the Ante-mortem health checks i.e. animals before the cut
is done by a veterinarian or the designated officer under the supervision of a
veterinarian according the procedures defined and concludes with an examination
of Post-mortem examination eligibility meat safe to consume society. Meat that
pass inspection are given "stamp" indicates that the meat deserves to
be marketed (2) Supervision after the beef pieces were released on the society
conducted by UPT marketing advice with retrieval sempel beef cut randomly in
dadakkan inspection to check there or not one finds beef cut that is not
feasible is consumed (3) forms of liability do businessmen against the sale of
beef cut that is not worthy of consumer consumption i.e. indemnify experienced
by consumers with a decent piece of beef for consumption for consumers.
