Abstract: In the manufacture
of Regional Head Regional Regulation shall submit draft Regional Regulation and
establish regional regulations have been approved with DPRD. Problem
formulation is (1) How is the process of establishing the Regional Regulation
in Solok? (2) Is the authority Regent as Regional Head in the manufacture of
Local Regulation in Solok based on Law Number 23 Year 2014 on Regional
Government? (3) Are the constraints faced by the Regent in the formation of
Regional Regulation in Solok and efforts made to overcome these obstacles? The
method used in this study is the sociological research method that uses primary
data as a data source. Data collection techniques are the study of documents
and interviews. From the results of this study concluded that (1) the process
or procedure Formation of Regional Regulation in Solok in accordance with the
provisions of regulation legislation in force. (2) The authority of the Regent
of Solok as head of the Regions in the formation of Regional Regulation in
Solok compliance with the provisions of Law No. 23 Year 2014 on Regional
Government. (3) Constraints faced by the Regent of Solok formation of Limited
Resources Regulation is human, limited budget problems, lack of training,
drafting Legislation
