PELAKSANAAN KERJASAMA BADAN NARKOTIKA NASIONAL (BNN) DENGAN UNITED NATION OFFICE ON DRUGS AND CRIME (UNODC) DALAM PEMBERANTASAN PENGEDARAN NARKOTIKA DI INDONESIA (Studi Kasus Kawada Masaru di Badan Narkotika Nasional Provinsi Sumatera Barat)
Abstract: The existence of
United Nation on drugs and crime office or we know as United Nation United
Nation Office On Drugs And Crimes (UNODC) is be reference for Badan Narkotika
Nasional (BNN) to fight against narcotics in Indonesia. One of cooperation
between UNODC and BNN is in the Kawada Masaru's case who smuggle almost 3 Kg
Narcotics types shabu from Kuala Lumpur International Airport, when arrived in
Internasional Minangkabau Airport the Narcotics was found on her backpack after
passing x-ray inspection. After doing urine test Kawada was declared negative
using Narcotics but he was a courier. The issue that about to discuss is 1) How
the implementation of the cooperation of BNN with UNODC in dealing with cases
of Kawada Masaru in Padang?. 2) what is the obstacle on handling Kawada Masaru
case in Padang?. Research type is using sociological law (Socio Legal Research).
File were obtained through interviews and document study. Analysis was
performed to analyze the file using qualitative analysis. The result from this
study is: UNODC is giving a training program for BNN like Interactive Program
and Program Field. That training has work on Kawada's case. Kawada be charged
on jail for the rest of his life, he submit to appeal. The obstacle that been
facing of BNN on Kawada's case is about different culture, language and found a
perfect translator for Kawada.
