Abstract: To respect, to
protect and to fulfill of human rights
are being state responsibility, particularly Government. In the present, the human rights is not only be understood by particularistic
but more than humanistic. There are inherent rights with human dignity by
institutional facilities in the state. That why, it is important for the
government and local government to integrate the standard of respect, protect
and fulfill the human rights into their policy
in work unit area to achieve human rights be accepted and realized.
