Efektivitas Program E-Performance Sebagai Upaya Untuk Mewujudkan Peningkatan Kinerja Dinas Kebersihan Dan Pertamanan Kota Surabaya

Abstract: The  spirit  of  presidential  instruction  No.  3  of  2003  which  aims  to  develop    Government  Organization  with  electronic  based  to increase performance and public services more effective and efficient. Be a reference in Surabaya City Government to make policies related to electronic based employee assessment. That's call E-performance program. Implementation of this program has been done in  all  SEGWAY  City  Government,  Especially  on  cleanliness  and  Landscaping  Service  city  of  Surabaya,  where  later  was  full  of media related performance and accomplishments that have been achieved. This Research aims to answer how the effectiveness of the program e-performance as performance improvement  efforts in the service of cleanliness and Landscaping the city of Surabaya by using  qualitative  methods  and  types  of  descriptive  research  where  data  retrieval  is  performed  with  interviews,  observation  and documentation. In the informant determination of research this time using purposive sampling technique and snowball, there are 15 informants are aware of the problems e-performance program. The researchers used a Qualitative analysis with data reduction steps, the presentation of the data,  and draw conclusions. The conclusion that  obtained from the research this time  was less effectiveness from implementation of the e-performance program in the service of cleanliness and Landscaping the city of Surabaya. because of their  performance  proved  that  always  increase  although  exist  or  no  exist  the  e-performance  program.  tendency  of  a  very  heavy workload and a big responsibilities, make this program have not a great effect for the performance of employee.
