DAMPAK PEMBIAYAAN KESEHATAN TERHADAP ABILITY TO PAY DAN CATASTROPHIC PAYMENT

ABSTRACT: Out of pocket health payments are a type of health financing that is still used in Indonesia. The purpose of the study is to measure the ability to pay for health care and to estimate how the impact of health cares financing. This  was  a  cross  sectional  study  using  descriptive  quantitative  approach.  Interviews  were  conducted  to  72 respondents with cash payment in the cardia and internist clinic of dr. M. Soewandhie General Hospital in May to June  2012.  Subjects  were  drawn  by  stratified  random  sampling. The  results  of  this  study  showed  that  68,1%  of patients had been experienced with catastrophic payments.  Most of them were family with jobless householder, family with medium level of income, and patients with chronic diseases. There were 59,2% catastrophic payment patients had low ability to pay (only IDR 55,000 to IDR 141,667). The highest medical expenditure was for drugs and laboratory tests. This research pointed that out of pocket payments can bring negative effect to the economy of community. Government needs to improve the health promotive and preventive to prevent illness, especially for chronic  diseases  prevention.  Health  insurance  system  need  to  be  regulated  in  order  to  prevent  households become poverty because of illness.
