Faktor-Faktor yang Mempengaruhi Pelaksanaan Program Asuransi Kesehatan Masyarakat Miskin (Askesmaskin) di Kabupaten Banyumas (Analisis terhadap Pelaksanaan Program pada Masyarakat Miskin)
Abstract: The title of this
research of Factors That Affecting the Implementation of Health Insurance Programm
to Poor Society (Askes Maskin) in Banyumas regency. The purposes of those are :
(1) to describe the
implementation program of
the health insurance
program to poor
society in Banyumas Regency; (2)
to describe a how far is the role mass media to inform the health insur-ance
program (askes maskin), (3) to describe the participation of poor society in
implementation process of health
insurance program to
poor society in Banyumas Regency;
(4) to describe
the concern of implementation
process of health insurance program to poor society in Banyumas Re-gency.; (5)
to describe the goern officer domination in implementation process of health
insurance programm to poor society in Banyumas Regency. The research by using
qualitative approach. Informant consist of target group, village of-ficer, connected
government officer and
stakeholders, which are
stated by purposive
technique, accidental, and snowball
sampling. Using in-depth
interview method observation,
focus group discussion and
documentation collects it. All data is analyzed by using the step of open
coding , and selective coding. The
result of this
research shows that
: 1) From side of
implementation process, shows coverage is poor society in Banyumas
Regency by using of some modification because they face the problem by using that criteria to
determine the poor society. In fact, service program consid-ered very usefull,
to the poor society because they can obtain the heath service easily and free.
Be-cause of that the patient of Askes Maskin always increase everyday, 2) Mass
Media has the role strategy in message
development to society,
is especially the
health insurance program

3) Partisipations of poor society, shows that the best participation is in the out
program is quite successful. It is happened because the program is made in
centralistic. Beside that, the low
awareness of poor
society to participate
is one of
the factors, 4)
In the empow-erement to the poor society, shows that aspect of planning and
evaluation is still not working well. It is relevance because this program tend
to centralistic. This program has not implemented the transparency to the poor
society. The kind of real empowerement to the society only in the output programmed,
