Evaluasi Kebijakan Sidoarjo Kota Ramah Anak di Kecamatan Krembung, Kabupaten Sidoarjo
Abstract: Research on the
evaluation of the implementation of the policy of Rencana Aksi Sidoarjo
Kabupaten Ramah Anak (SiKaRA) is based on that children have the right that rub
off on the child and the human rights. Due attention to the interests and needs
of children are also noteworthy among these include education, health,
protection of children from acts of violence and the right to hold an opinion
and be heard. The presence of the Regent Instruction No. 3 of 2007 about the
Rencana Aksi Sidoarjo Kabupaten Ramah Anak (SiKaRA) as a form of Government's
commitment to develop a model of Sidoarjo integrating children's rights in the
interests of the child-friendly nuance. Things to note are the 8 (eight)
prerequisites to the development of child-friendly districts and five
principles of implementation of SiKaRA
policies.The focus of this research is, public policy, namely the action
plan contained in the Instruction SiKaRA Regent number 3 in 2007. Then the
environment policy, namely population; education; health; the degree of
violence against children; employment; information and the media; government,
law, and politics; and the environment, security, and order. The second focus
is the evaluation of the implementation of the policy of deference and output
SiKaRA program policy; the program and schedule of activities; achievement of
activities and obstacles implementation of activities. The method used is
descriptive qualitative study types. Data collection with engineering
documentation, observation, and interviews. Data source derived from primary
data through interviews with informants from the BPMPKB, The Krembung District
Social Welfare Section and the P3A. While secondary data extracted from
internet sites, implementation report SiKaRA in 2008. Data analysis using the
method of model reduction, Miles and Huberman's data, data presentation, and
the withdrawal of the conclusion.The research policy sikara who has
successfully developed in sidoarjo was considered met eight ( eight )
prerequisite district friendly child. Condition element policy sikara interplay
wherein the offender policy ( policy stakeholders ) run their role according
situation environment policy so that public policy produced effectively.
Evaluation of the implementation of the policy has been in accordance with the
purpose of SiKaRA and output policies, programs and program schedule also has
been running nothing enough activities to encourage the development of
mainstreaming child development model (PUA). Barriers in the implementation of
which is only 2 (two) subdistricts in operation, limited facilities, and the
limited number of officers. So, the advice can be provided as input is the
principal policy (policy stakeholders) are doing monitoring and implementation
should be accompanied by research efforts..
