SARI: Considering the
development in the state structure, especially in the context of state
institutions causingpotential disputes in authority among the institutions,
itis a mustto organize a whole and inte grated national legal system. A
framework of a national legalsystem exists if there is an interrelation between
state goals, functions and apparatus in terms of legislation bases. Therefore,
it is necessary to organize potentialproblems indisputes concerning with
stateinstitutional authorities, especially for institu tions with no mechanism
forsettlement disputes in authorities. Such an organization is intended to
settle basic problems in the fieldoflaw.
