IMPLEMENTASI KEBIJAKAN PENURUNAN EMISI GAS RUMAH KACA JEPANG DENGAN CHINA DALAM SKEMA CLEAN DEVELOPMENT MECHANISMTAHUN 2008-2012
Abstract: Global climate
change becomes a very serious problem and requires special attention from all
sides. The consequences of global climate change may threaten the survival of
life on earth as a whole in the future. Referring to the problem, in 1994, the
UN set up a cooperation forum known as the United Nations Framework Convention
on Climate Change (UNFCCC). The UNFCCC is an international cooperation forum
that discusses the handling of the problem of global climate change. Through
this forum in COP3, it enters into an agreement in 1997 in Kyoto, Japan aims to
organize and bind developed countries (Annex I) and developing countries (Annex
II) to reducing emission levels collective. This agreement is called the Kyoto
Protocol with three flexible mechanisms, namely JI, ET and CDM. One of the
countries that must reduce the level of emissions is the country of Japan.
Japan included in the category of Annex I have an obligation to reduce
emissions by 6 percent in the country's at first period (2008-2012). Japan
using CDM scheme to reduce greenhouse gas emissions, who will cooperate between
Annex I and Annex II. In this case Japan cooperate with China to reduce
greenhouse gas emissions. This study discusses how the implementation of policy
to reduce greenhouse gas emissions of Japan and Japan's CDM policies limiting
factor.
