ANALISIS HAMBATAN INTERNAL DAN EKSTERNAL DALAM IMPLEMENTASI KAWASAN ASEAN BEBAS NARKOBA TAHUN 2015 DI PROVINSI KALIMANTAN TIMUR
Abstract: The study research
has a purpose to describe the obstacles of Drug-Free ASEAN 2015 in East
Kalimantan. The type of study research is analytic descriptive research, which
purposed to describe the efforts of ASEAN Nations and East Kalimantan itself on
combatting drugs illicit and find out what make Drug-Free ASEAN 2015 seems to
be failure in East Kalimantan. The result of research indicates that the
implementation of Drug-Free ASEAN 2015 is facing the failure that indicates on
the increasing of drugs abuse number every year. Drug-Free ASEAN 2015 faced to
internal and external obstacle during the effort in realizing the declaration
in East Kalimantan. National Narcotics Board (BNN) as executor to preventive,
rehabilitation and to eliminate the drugs issue is encounter the problems on
funding and lack of officer. The effort of preventive, rehabilitation and to
eliminate drugs issue failed to reduce drug abuse number in East Kalimantan.
The cooperation between the East Kalimantan Police Region and Sabah Federal Police
on eliminating drugs illicit doesn’t lead the international drugs syndicate in
to the chary. The situation above is getting worse by the existence of
individual corrupt officer that involved and collaborating with drugs crime subject. External factor that
detain the declaration is the existence of drugs quarter in Sabah that became
the entrance for drugs to East Kalimantan through Nunukan.
