UPAYA PENANGGULANGAN TINDAK PIDANA PENANGKAPAN IKAN DI PERAIRAN SUMATRA BARAT OLEH POLISI PERAIRAN POLDA SUMATERA BARAT
Abstract: Protection of fish
resources has been done through a special law regulating fisheries problems
that Act No. 31 of 2004 on Fisheries, but in practice has not been as expected,
it was proven that the practice of the crime of fishing. As happened in the
waters of West Sumatera. Based on that needs to be done in prevention efforts
is one of the main tasks of the police waters. formulation of the problem: 1)
whether the factors causing of the crime of fishing in the waters of West
Sumatra? 2) How is the prevention to the crime of fishing in the waters of West
Sumatra by police waters of West Sumatera? 3)whether the obstacle faced by
waters police in tackling the crime of West Sumatra fishing waters of West
Sumatra? This research method is a juridical sociological. Data sources are
primary data and secondary data. Data were analyzed qualitatively. The results
showed 1) the factors that led to the crime of fishing in the waters of West Sumatra
is the mindset and lack of community role, economic factors, geographical
conditions that facilitate the commission of a criminal fishing. 2) Efforts to
prevention the crime of fishing by the water Police of West Sumatra is through
efforts of counseling, socialization, prevention and repression firmly on the
perpetrators. 3) Constraints faced by the water Police of West Sumatra is the
lack of infrastructure and facilities, infrastructure, and institutional
issues.
