Abstract: Street children
(street children) is a general term that refers to children who have economic
activities in the streets, but still has a relationship with his family. Street
children are also commonly defined as a child who spends most of his time to
make a living or wandering the streets or other public places. The rise of the
existence of (street children) in major cities, including the city of Padang
become a social problem in itself for the city government. Since the Civil
Service Police Unit Padang not provide optimal protection of the law against
him. Their presence often be, a problem for many people, families, communities
and countries. The problem is (1) What forms of legal protection granted by the
Civil Service Police Unit of street children in the city of Padang? (2) Are the
obstacles encountered by the Civil Service Police Unit in providing legal
protection of street children in the city of Padang? In the research methods
used socio-juridical, data sources are primary and secondary data, the data is
interviewing techniques and study documents and oservasi. Data were analyzed
qualitatively. The results of the study (1) The form of legal protection of
street children has been guaranteed in the constitution and some laws, and in
particular in the city of Padang governed by Regulation No. 1 In 2012, (2) Need
Padang a llocate government budget for the formation of street children.
