Understanding ) is a memorandum of agreement that is held by both countries, It is often used in
cases where the parties made a legalcommitment in situations where the parties
can not create a legally enforceableagreement which is followed by two State

MOU is an agreement between the Government of Indonesia and the Government of

study is a normative law, the results of this study it can be concluded that
the 1974 MOU Juridical Studies in protecting the rights of Indonesianfishing in
Australian waters, especially in the waters of Sand Island (Ashmore Reef), an
attempt to overcome the obstacles faced in the implementation of protection oftraditional
fisherman in waters off Ashmore Reef has been a lot going on, a violationof the
regulation because there is still a fisherman catching incident due to allegations
