Abstract: Indonesian National
Police, is an
instrument of state
law enforcement agencies primarily responsible for
maintaining internal security. Since April 1, 1999 Police apart from the Armed
Forces of the Republic of Indonesia. This separation is one effort to
increase the role
of police as
part of the
criminal justice system
and encourage the preservation of law, security and public order. It
also aims for the separation of the police to restore public confidence in the
institution itself, which has been regarded
as a repressive
institution that often
act, which violates
the law, and violations of human rights. With the Police Reform,
expected the police who can set aside to build a civilian police character,
based on democratic norms of
transparency and accountability so
that the police
in carrying out
his duty to uphold the principles of human rights and
state law.
