Abstract: Basel Ban Amendment
is one way to minimize the trade of hazardous wastes from industrialized
countries for developing countries. Basel Ban Amendment was formed because in
general industrial countries export the waste to other countries have been
contaminated by a chemical liquid waste, clinic waste, and other wastes.
Hazardous properties which is contained in these wastes intended for recycling
in developing countries which still have the lack of facilities and technology
in hazardous waste management.
Japan is one of the advanced industrial countries that rejects the Basel
Ban Amendment and one of the countries which producing and exporting waste to
developing countries like the Philippines, China, Vietnam, Malaysia, Indonesia,
Thailand. The factors that are considered by the Government of Japan becomes
the opposition toward the implementation of the Basel Ban Amendment of the
internal factors that includes limited landfill waste in Japan and the
advantage of wastes shipment. The external factors are derived from the
rejection of some major countries toward Basel Ban Amendment and demand of
import wastes from other Asia countries.
