ABSTRACT: Implementation of
the policy is one of the crucial processes in public policy. The policy
involves many actors in it have the possibility to experience difficulties in
the process of its implementation, this is due to a conflict of interest occurs between actors in the policy are
therefore in this study researchers took themes factor affecting policy
implementation Perda KawasanTanpa
Smoking (KTR) and Limited smoking (KTM). The purpose of this study is to describe what factors factor affecting policy implementation Perda No. 5
of 2008 in the Dr. Soewandhie Surabaya hospital, in that it is the policy of
KTR and KTM in
the city of
Surabaya. Exploratory qualitative
research methods used
in this study
and the location
of the research is the. Dr.
Soewandhie Surabaya hospital as the locus of implementing perda KTR and KTM
with health services as the main Coordinator, Satpol PP Surabaya As Trustees
Perda implementation.
The analysis of the data found in the study used research formula to
answer by us ing the theory of factor analysis
of affecting the implementation of the policies of Charles Edwards III are
those factors is communication, sources,
trend -kecenderunga or bureaucratic structures and behaviour. The resulting
data analysis results show that implementation of the policy of
KTR and KTM
in the Dr.
Soewandhie hospital has
not been going
well for in
influence by factors
of communication, resources, bureaucratic structure and disposition
of the implementation. Besides about
factor - of factors affect
implementation KTR policy and the ministerial meeting, the research other is on
the implementation of policies perda ktr and ministerial conference which until
now not maximum due to the actor factor
interests involved, the availability of resources
being deficient; society discipline and consistency of implementer policy.
