PENINGKATAN UNJUK KERJA PEMERINTAH DAERAH MELALUI SINERGI PARTISIPASI PUBLIK, KOMITMEN SKPD, DAN TRANSFORMASIONALITAS KEPEMIMPINAN (STUDI PADA PROVINSI JAWA TIMUR)

ABSTRACT: Public  participation  as  a  form  of  good  governance, leadership commitment, and transformational leadership that expected to be three forces that will drive the  growth  of  regional  development.  This  study aimed  to  evaluate  the  level  of  public  participation in regional development planning and analyzing the impact of participation in budgeting, commitment, and transformational leadership on budget performance. Development of a model for economic governance is an important output for this study . This study is multidimention so that allow testing of relatively complex relationships simultaneously, comprising the dependent variable and several independent variables built and some manifest variables. Therefore, data analysis was performed using Structural Modeling Generalized Structured Component Analysis (GeSCA ) which is able to accommodate multidimensional research but still have the flexibility as PLS. GeSCA overcome that weakness PLS. PLS do not have one single criterion consistently  in  determining  the  global  optimization and PLS does not provide a mechanism to assess the overall model fit is good so it becomes very difficult to determine how well the model fits the data. The results of testing the validity and reliability of  research  instrument  indicates  that  the  instrument is valid and reliable, except for the indicator variable TL5 on transformational leadership that does not meet the test of validity and should be reduced. Test results conclude that 1) participation in budgeting does not affect the performance of the budget is not acceptable; 2) participation in budgeting affect the commitment TEBUKTI purposes; 3) participation in budgeting affect the cohesiveness; 4) cohesiveness effect on goal commitment; 5) commitment is not the purpose of a positive effect on performance; and 6) transformational leadership does not amplify the effect of goal commitment performance against budget.
