KAJIAN PENANDAAN ANGGARAN PERUBAHAN IKLIM: STUDI KASUS PROVINSI SUMATERA SELATAN

ABSTRACT: Following Presidential commitment to reduce greenhouse  gas  emissions  (GHG),  the  Government  has issued Presidential Decree (Decree) No. 61 of 2011 on the National Action Plan for GHG emission reduction (RAN-GRK). This regulation also requires that the  Provincial  Government  of  Indonesia  to  develop a Regional Action Plan for GHG emission reduction (RAD-GRK), which contains actions to reduce GHG emissions  at  the  district/city.  Goverment  always monitoring  the  progress  of  efforts  to  achieve  emission reduction targets. This mechanism needs to be supported by budget allocation and actual expenditure incurred to achieve these targets. The problem is: that existing budgeting system has not been able to support the implementation of the budget tagging activities. For that purpose, it is necessary to study the budget tagging activity. By using the methodology of conformity between RAD GRK documents with the data that describes the actual realization, we expected to have a valid guideline in determining the suitability of the GHG emissions reduction targets in the area with the support of funding in the budget.
