Abstract: The strugle to win the election for head of local
govenrment would involve economic and political
support. The involvement of economic
resources can be seen from the practice of money politic that penetrated
nearly to all election participants. While not all participants in the political
power can access it., these sources are typically used by the incumbent and
senior bureaucrats who already have certain influence on the bureaucracy. The
deployment of the bureaucracy by the incumbent or senior bureaucrats is
customarily called politicization of bureaucracy.
