Abstract: Development of Water
Resource Utilization has close relationship with all knowledge
(multidisipliner) such as social, economic, cultural, politic and even other
pratical knowledge as well. Therefore, the success of this activity is really
determined by involment of all related parties of “Stakeholders” who have same
interest, in the positive puspose (pro) and negative (contra), including broad
society. Social involment in utilizing water resource is really needed. This
social involment program for water utilization actually has been well developed
with the clear target, the main objective is to maintain the relationship with
associated farmer included in association of farmer who utilizes water (P3A)
for single, collective or main level as the main organization of farmers in
using water for their irrigation. In order to gain better achievement, it is
necessary to provide conducive, continous and intensive guidance that must be
supported by all related parties or stakeholders, such as government, private
and social organization as well as higher educational institution. By having
partnership and participation of interested society, the utilization of water
resource can be well conducted to get best result.
