Abstract: Surabaya is the
capital of East Java province and known as city of heroes, one of the problems
that often happen in big cities in Indonesia including Surabaya is the
phenomenon of urbanization, which refers to the pattern of growth come within
the city in which the rate of urbanisasi exceed the capacity of the economic
and social structure of the city, this phenomenon is one of the causes of the
emergence of numerous social problems, such as the existence of localization,
the sluttish and is part of the PMKS (persons with problems of social welfare),
localization or porstitusi is container grown community a troubling disease channel
and needed an attempt treatment. Focus this research is implementation program
handling of sluttish done by the dept city surabaya duty is supported by
regulation ministries. Ministry indonesian have a program on the run by social
dept. city surabaya namely cleaning program sluttish woman who continues with
closure localization and over profession. This research using a research
exploration and methods qualitative which aims to describe about implementation
program which has indicators and of factors affect programs and classifications
form the rehabilitation social dept. city Surabaya in the services and social
rehabilitation against sluttish woman localization in Surabaya. So it not only
explains how the implementation of social service programs conducted in
Surabaya city, but can also see more clearly what your efforts in doing social
service, the city of Surabaya in the alleviation of sluttish woman in the city
of Surabaya, the results of this research is to know how the efforts and the
role of social services in the city of Surabaya WTS reduction program.
