STUDI DESKRIPTIF TENTANG KOMPLEKSITAS PENGENDALIAN PEMANFAATAN LAHAN DI KEBUN BINATANG SURABAYA
Abstract: Surabaya zoo is
where flora and fauna are preserved in an artificial environment, and are used
as tourist attractions. Surabaya zoo but it is used as a place of education,
research, and able to contribute to the area. But in fact be some problems,
namely th e seizure of land conflicts, death of animals, as well as the misuse
of land for advertisement due to lack of land use control in Surabaya zoo. The control
of land use
conducted in Surabaya
zoo by using
the instrument control
land use consisting
of zoning regulations, lincesing, provision of
incentive and disincentives and sanctions. Wherein each of the instrument is
determined by local regulations Surabaya
No.3 of 2007,
which makes it
increasingly complex Surabaya
zoo. This research
uses descriptive qualitative
method to describe the
complexity of land
use control in
Surabaya zoo, which
the zoning regulations,
licensing, provision of
incentives and disincentives, as
well as sanctions from the overall show a variety of conditions simultaneously
interact to produce result that are not too clear, it is which makes Surabaya
zoo said complex.
