IMPLEMENTASI KEBIJAKAN PUBLIK (Studi Deskriptif Tentang Implementasi Kebijakan Parkir Berlangganan di Kabupaten Sidoarjo)
Abstract: The main issue that
develops in the Public Policy referring to the
low quality services that provided by government. That was interesting
to researched the implementation of parking policy subscription in Sidoarjo.
The purpose of this research is to describe a implementation of parking policy
subscription, constraint that pose challenges and measures that should be done
to improve implementation of the subscription parking in Sidoarjo. This
research used descriptive qualitative method. The focuses of this research :
(1) The implementation of subscription parking in Sidoarjo, (2) constraint
factors on parking policy subscription service, (3) measures which should be
done by Transportation Department to improve the subscription parking for user.
The results of the research showed that subscription parking in Sidoarjo are in
the phase of service, control, and the supervision is still considered less
than the maximum and not good at implementation, so it need renewal for of
parking policy subscription in Sidoarjo. Which in the phase of service require
technological advances because it will be able to streamline the bureaucracy
and also simplify the process of services, for the supervission phase need
improvement system to subscription parking clerck in order to implementation in
the field in accordance by rules, and the parking clerk no longer ask the user
for money parking, using strick supervission mechanism and sanction are quite
assertive when supervisors and clerk break the rules. Next, phase control
mechanism by facilitate the public to express their aspirations relating to
subscription parking service. The public complaints could be submitted directly
by call center, online media, or go to
meet supervisor at available subscription parking post.
