Peran Dinas Tenaga Kerja Pemerintah Kota Surabaya Dalam Menangani Masalah Yang Ditimbulkan Oleh Outsourcing
Abstract: Employment issue is
a never ending problem. Complain from worker about outsourcing practice that
not fit with rules of law cause demonstration in many regions of Indonesia
including Surabaya City. By the demo workers file various demands to
government. Regional government in this case of Manpower Agency of Surabaya
City Government has important role in coping problems caused by outsourcing.
This research was performed to describe Manpower Agency of Surabaya City
Government Role in coping problem caused by outsourcing. This research used
qualitative research method by using descriptive research type. While informant
selection technique used purposive and snowball. Then data collection technique
used direct observation, depth interview, documentation and also triangulation.
Based on data obtained in field it is shown that Manpower Agency of Surabaya
City Government role in coping problem caused by outsourcing is that they act
as regulator, stabilisator, innovator, facilitator and providing service to
public.
