KEADILAN INTERNAL DAN EKSTERNAL PADA KOMPENSASI PEGAWAI NEGERI SIPIL

Abstract: Civil Service is an important element in governance, civil servants as the state apparatus in charge of providing services to the community in a professional, honest, fair and equitable. Strategic position of civil servants who are often marred by the performance of civil servants that much compared to the performance of private company employees. Discipline problems, unresponsive, slow and often discriminatory make people give a negative assessment of civil servants. Compensation is a polemic civil servants, civil servants salaries are still not meet the perceived needs of life. Kompenasi civil servants did not reflect the internal and external equity. Internal justice can be seen from the structure of wages and benefits paid, the external justice can be seen by comparing the salaries of civil servants with salaries lain.Keadilan internal agency can be done with internally equitable, externally competitive, supportive of sound administration actions, easily communicated and in legal compliance. It also required management compensation and performance evaluation of remuneration of civil servants so that there is a difference between good performers with poor performers. To obtain internal equity must do so before the identification and study of the work or workload analysis, and then rank the job, pengkelasan work, comparison of factors and external system poin.Untuk get justice then conducted a survey of salaries and wages through the labor department, office employment , employees and professional associations or by conducting surveys themselves so that it will obtain the value of a pekerjaan.Untuk integrating internal and external fairness there should be equivalence between the value of the evaluation work with labor market value.
