Evaluasi Kebijakan Perpolisian Masyarakat (POLMAS) (Studi Deskriptif: Diseminasi Kebijakan Polmas terhadap Petugas Pelaksana Polmas di Kepolisian Sektor Jajaran Kepolisian Resort Kota Besar Surabaya)
Abstract: Polmas (Community Policing)
is developed by democrat society to solve the security problem. Stressing the
principle of the honor of human right and equality. Philosopically Polri
arranges it in Skep Kap 737 th 2005 and technically it is arranged in Perkap 7
th 2008. Technically, dissemination is arranged in Skep Kap 431 th 2006. The
dissemination of Polmas policy for the Polmas officers in Polsek under
Polrestabes Surabaya is FGD by Polrestabes Surabaya, the education for Police
Non-Commissioned Officer Candidates (Calon Bintara), Polmas training of Polda
Jatim for the participants recommendated by Polres/Polrestabes, and Polmas and human right training initiated by
Pusham Unair collaborated by Polda Jatim. The succed of the dissemination is
seen from the material delivery process (include the way of implementation,
executive agen, target group and the advantages of the plan), the clarity of
the matery, and the consistency or the sustainability. From those four form, no
one meets Polmas’ regulation so that many problems accure as the impact. The
FGD of Polrestabes Surabaya only practices the multi stakeholder spirit and
left the others elements. The education for Police NCO Candidates does not give
the clarity of matery. In the Polmas training of Polda Jatim for the participants
recommendated by Polres/Polrestabes, executive agent/trainer are only able to
explain Polmas technically, not sociologically and philosophically. Polmas and
human right training by Pusham Unair by changing the object by District Police
Officer (Kapolsek) occurs the new problem which is they no longer will be
mutated.
