Apresiasi Masyarakat Terhadap Fungsi Komisi Transparansi dan Partisipasi (KTP) Kabupaten Lebak (Studi Pendekatan Deskriptif Kuantitatif di Kecamatan Rangkasbitung)
ABSTRACT: Commission for
Transparency and Participation (KTP) of Lebak was legalized in 2005 through
regional regulation No. 6, 2004 and strengthened by Law No. 14 Year, 2008. The
Birth of that regional regulation because of the condition in Lebak, that is
still backward in terms of social welfare, proved by 171. 109 of family head is
poor family, compared with other districts in Banten.
This indicates have not optimum Good Governance & Clean Government in
Lebak District Government. So P2TPD (Local Governance Reform) discuss the need
to facilitate the arrangement of regional regulation design about Transparency
and Participation, so that formed the regional regulation No. 6, 2004, than
formed KTP. This research aimed to find out how the understanding of the
society, how the responses and attitudes of society and how society perceived
benefits of the function of KTP. Researcher used the theory of the social
assessment of Hovlan & Sheriff. This research uses descriptive analytical
approach, this is only to illustrate the dimensions of the variable
appreciation, not connecting. The method of data collecting through
questionnaires and interviews as a complement, and observation and literature
study through books, internet and documentation. The results of this research
can be concluded that the Appreciation of Society on The Function of
Transparency and Participation Commission (KTP) of Lebak viewed from four
dimensions. They are Understanding, Responses, Attitudes and Benefits. From the
dimensions of understanding, as many as 47,2 % (58 people) have not understand
the contributions of the institution of KTP. From the dimensions of the
response as many as 49,6 % or 61 people giving good feedback on the performance
of KTP. As many as 55,3 % (68 people) respondents agree adequately address the
KTP. While as many as 61,8 % (76 people) considered that the existence of KTP
is less felt by the society.
Based on the result of interview, in this case because of less work and
the invisibility and socialization of KTP institution. Moreover the number of
KTP members that only five persons to reach the 28 districts in Lebak,
indicating ineffective of the KTP performance. Therefore in the future,
researcher hopes that KTP do resocialization and increase to the KTP
performance, so that it will create better transparency of information and
public participation, especially in Subdistrict of Rangkasbitung.
