PERGESERAN KONSEP NEGARA HUKUM MENJADI NEGARA UNDANG-UNDANG SEBAGAI FACTOR KRIMINOGEN TERJADINYA "CRIME BY THE GOVERNMENT" PADA MASA ORDE BARU
Abstract: During Soeharto's
regime, the concept of constitutional state had been shifted to the concept of
law state. That condition caused many crimes which were believed done by the
government (crime by the government). Unfortunately, thosecriminal
actscanneverbe revealed until nowsince there wasa certain law that created by
the government in charge at that time. That law, in fact, not only supported
all the governments decisions used torule thecountry, but alsoguaranteed that
there was a suitability between the decisions and the law itself.
