SARI: This research has
thepurpose toidentifyandexamine PEMPProgram implementation in the society daily
life ofseaboard area, Bengkulu city. This research executed bysocio legal
yurisprudence, participa torylocal appraisal (PLA) approach method. Research
strategy executedbyselffamiliarly,
secondarydata finding, location selection, creation ofPLA team, and
explorative research. Data collected executed by documentation study,
observation, deepinterview and Focus Group Discussion (FGD). Data analysis used
qualitative method. Societyempowerment trough PEMPimplementation as the program
to 2008 has seen the success evennot optimal yetaccording to PEMPpurpose. But
as aprocess it could give the positive effect toboth socialandsocietylawculture
alteration. Existence of program as theem powerment process will
continuallyprocess trough both cooperative activities orother economic social
institution which arise basedon societyneed. Thatprocess bydegrees will
increasing workhard law culture, creative-innovative, participative and
independent, that finally willbeable to develop society law awareness.
