PERAN UNITED NATIONS HIGH COMMISSIONER FOR REFUGEE (UNHCR) DALAM MENANGANI PENGUNGSI SURIAH DI LEBANON

Abstract: United Nations High Commissioner for Refugees (UNHCR) is an international organization established by the General Assembly of the United Nations (UN) on December 14, 1950, this organization has the mandate to lead and coordinate international action to protect refugees and resolve refugee problems in the world. The purpose of this study is to know how the the role and constraints UNHCR in addressing the problems of Syrian refugees in Lebanon (2012-2015), through UNHCR as initiator, facilitator and determiners. This study is a qualitative research. It uses the library research method by taking the data from books, journals, articles and the internet. UNHCR's third effort is a direct assistance to refugees in order to facilitate the needs of refugees. In addition, UNHCR also helps refugees to get durable solution that is, local integration, returns voluntarily and resettlement in a third country. Nevertheless, the role of UNHCR in performing its role is not maximized because hampered by the lack of shelter provided to refugees, lack of access to healthcare to refugees and the lack of operational funds.
