UPAYA NON PENAL DALAM PENANGGULANGAN TAWURAN PELAJAR SEKOLAH MENENGAH ATAS (SMA) OLEH APARAT KEPOLISIAN DI POLRESTA PADANG
Abstract: Non-penal efforts is
the prevention of a crime outside criminal law. In law enforcement to brawl
done by students, the police make the process of reduction through non-penal
efforts. In the case of a brawl between students SMA PGRI 6 with SMA Tamansiswa
in a non-penal resolved. Issues raised in this study were: (1) How can the
non-penal efforts in the prevention of student brawls by police in Padang
Police? (2) Are the constraints faced by the police in Padang Police in the
efforts of non-penal countermeasures student brawls? (3) How are the remedies
constraints faced by the police in Padang Police in non-penal prevention efforts
brawl. This study using socio legal approach using primary data sources and
secondary data. Data were obtained through interviews and document study. The
data obtained were analyzed qualitatively. The final conclusion: (1) non-penal
efforts is a process that is appropriate countermeasures against crimes
committed by students because it is coaching. (2) Constraints faced by the
police in Padang Police is the difficulty of coordinating with schools and
parents actors brawl and a lack of personnel , fittings for lack of funds. (3)
Efforts completion of these obstacles Police Padang police in coordination with
the school and parents to provide an understanding of the need for assistance
from the school and parents in solving the case brawl because education
obtained from both parties.
