STRUCTURAL VIOLATION OF INDIGENOUS HUMAN RIGHTS IN INDONESIA: A CASE STUDY OF MERAUKE INTEGRATED FOOD AND ENERGY ESTATE (MIFEE) IN PAPUA
Abstract: The Merauke
Integrated Food and Energy Estate (MIFEE) is a large-scale economic development
program in Merauke, Papua. It aims to produce food crops and biofuels for
domestic and international markets in a response of food and energy crises.Due
to the extensive needs of land, this project has violated the property rights
(rights to land) of indigenous community, the Malind people. It also has
contravened the economic, social and cultural rights of Malind people seen from
the decreasing of life quality. Using Galtung (1969) theory of structural
violence that developed by Ho (2007) to human rights context, this paper argues
that the Malind people have suffered structural violation on their human rights
through the MIFEE project.
