PERANAN DINAS PASAR KOTA PADANG DALAM MENINGKATKAN PENDAPATAN ASLI DAERAH MELALUI RETRIBUSI
Abstract: Padang has a great
potential to manage market retribution, but it has not been managing well by market
department of Padang city in terms of collecting retribution. Though, it has
been set in the rules area of padang city no 11 year 2011 abaout public service
retribution. The problem formulations are (1) How are the roles of market
department of padang cityin increasing the original income through retribution
?, (2) what are the problems faced by the market department of padang city in
increasing the original income area through retribution? (3) how are the
efforts done by market department of padang city in solving the problems that
faced to increase the original income area through retribution?. This research
is using juridical sociological approach, the data’s sources come from primary
data and secondary data and by using data collection technique such as
interviews and study documents, the data were analysed qualitatively. The
results of this research are (1) the role of market department of padang city
in increasing original income area through retribution that is by running
errands and its function optimally, especially in collecting retribution and
management of the market include planning, the formulation of regional policies
and arrange a work programme in the frame work of the implementation of the
basic tasks of department. (2) the problem that faced by market department of
padang city are the lack of employee education levels of market service the
lack of awareness of the trader to pay retributions, officer coordination has
not been running optimally. (3) the efforts that done by market department of
padang city in solving the problems are improving the quality of employees
education of market department, repair and improve market infrastructure,
evaluations of periodic work against employees of market department.
