Abstract: The goods belonged
to the area as one of the essential elements in implementing governance,
development and community service, its existence must be well managed and
properly as well as responsive. Goods or assets which managed local Governments
generally do not comply with the applicable provisions of which about vehicle
sales department in particular surroundings Padang City Government. Formulation
of research problem, 1) Whether the
duties and functions of the Office of financial management and assets Padang
city? 2) Whether constraints faced by Financial Service and Asset Padang city
in car sales office of the Mayor of Padang? 3) How problem solving efforts in
Padang's Mayor Office of vehicle sales? The methods used in the writing of this
thesis is a Sociological legal research legal research methods that emphasize
practice field and associate it with the regulations. Research results; 1)
duties and functions of the Office of financial management and assets Padang
city i.e. help the Mayor in organizing a regional financial management affairs
and assets. 2) Obstacles faced in car vehicle sales office of the Office of the
Mayor of Padang, namely Asset and financial management service of the city of
Padang in doing car vehicle sales office of the Office of the Mayor, If you
want to buy or have other service vehicles, implemented at last years tenure,
without going through the auction of at most 1 (one) unit. 3) problem solving
