PEMBINAAN TERHADAP ANAK JALANAN OLEH DINAS SOSIAL KOTA PADANG
Abstract: One of the social
problems difficult to solve and quite alarming today is the increasing problem
of street children in the city of Padang, on the one hand recognized the
efforts of the various parties that provide protection and guidance to street
children, but the efforts were not yet showing maximum results. The guidance
that the Social Service based in Padang City Regulation No. 1 of 2012 Article
37 paragraph (1) of the Development and Protection of Children. Issues that
will be discussed: (1) How is the protection and development of street children
by the Social Service in Padang? (2) Are the constraints encountered the Social
Service in the protection and development of street children in the city of
Padang? the research approach used is yuridis sosiologis with the source data
obtained from primary and secondary data, data collection techniques with
interviews and document study, the data was analysed qualitatively. Based on
the results of the research, the protection of street children are not only
given by the Department of Social Welfare but also by children and police
agencies West Sumatra. The protection given to street children is in
cooperation with municipal police to bring the child to the family or placed
under the care of Social Service. whereas other forms of guidance to the street
children themselves in the form of coaching skills for the child. The obstacles
encountered in the development of street children are: The child is not serious
in coaching so that the target is not reached Social Service. Lack of guidance
by the government budget. Each one year only 15 children to do the coaching.
