Implementasi Undang – Undang Republik Indonesia Nomor 27 Tahun 2007 Tentang Pengelolaan Wilayah Pesisir Dan Pulau – Pulau Kecil Dalam Pengelolaan Ekosistem Mangrove Di Jorong Mandiangin Kabupaten Pasaman Barat Provinsi Sumatera Barat
ABSTRACT: In an effart to
implement all aspects of planning, utilization, monitoring and control of
marine resource, and reduce damage in coastal areas due to exploitation in the
sectoral management, the law of Republic of Indonesian Number 27 Year 2007 on
Management of Coastal Area and Small Island is formulated as the legal basis of
coastal management in Indonesian. Based on this backround, the formulation of
the problem to be discussed include : (1) How doas participation of public at
Jorong Mandiangin in mangrove ecosystem management based on the Law of Republic
of Indonesian Number 27 Year 2007 on Management of Coastal Area dan Small
Island?, (2) What the problem were found on mangrove ecosystem management at
Jorong Mandiangin?, and (3) What were the efforts made by local government of
West Pasaman Regency in overcome the problems of mangrove ecosystem management
at Jorong Mandiangin?. This research used a sociological juridical law that is
studies using primary data and suppress the practice in the field to be
associated with the prevailing legislation. This research was descriptive that
provides an overview of the issue examined. Source of data obtained through
interview, observation, and study of literature and legislation. Data were aralyzed
qualitatively that was by making systematic description of the data obtained in
the field. The result showed the success of public participation in the
management of mangrove ecosystem at Jorong Mandiangin is in giving right and
obligation to the public on the agreement of all parties, as well as the
authority of the District Government/city in determining coastal area of Jorong
Mandiangin as an optimal area of mangrove ecosystem management and sustainable
at West Pasaman Regency supported by the regional regulation and or homeland
regulation in the management of mangrove ecosystem.
