Peta Kemampuan Keuangan Daerah Sebelum Dan Sesudah Dikeluarkan Permendagri No. 13 Tahun 2006 (Studi Pada Kabupaten dan Kota se- Sumatera)
Abstract: This study aimed to
develop a map of the financial districts / cities in Sumatra before and after
Permendagri. issued. 13 in 2006, primarily based on the performance of local
revenue, the study was limited in terms of revenue and focuses on PAD District and
State in Sumatra. The parameters used are the performance calculation and
analysis of revenue by the size of Share and Growth: Mapping and Analysis of
Financial Capability Areas with Quadrant Method and is classified as a type of
research that is descriptive comparative research. The population in this study
is a district and town in Sumatra while the sample in this study was the
District and the City did not region expansion and autonomous regions during
the study period (2001-2011). This study used purposive sampling techniques
Sampling. The data used are secondary data quantity to be classified at the
time of collection of time series cross section. The data source is the
Ministry of Finance of the Republic of Indonesia, Directorate General of Fiscal
Balance collected by technical documentation, analytical techniques used the
quadrant method. Research findings show the results of the mapping before and
after Permendagri 13 in 2006 that there was a decrease in the number of areas
in quadrant I and II, while for III quadran unchanged but in quadrant IV
increased the number of area when compared between before Permendagri issued 13
in 2006. Suggestion fo research (1) improving the quality of human resources,
(2) preparation of facilities / infrastructure and supporting basic, (3) pay
attention to the rules and regulations economical aspects, efficiency and
neutrality; (4) revitalization ofthe institutions concerned, including the
decentralization of investment licensing authority; (5) facility policies to provide
incentives more attractive to investors, and (6) the optimization potential of
the local economy is so beneficial to the area.
