Analisis Pelaksanaan Anggaran Dinas Pendidikan Kota Padang Panjang
Abstract: This research tries
to analyze Padang Panjang city government policy at education sector inapplying
Padang Panjang city as education goal city with service and education quality
which has competitive thing in all education types and sectors. Government
responsibility in applying education is still very big and needed a willing to
fix education service, begining from problem the unfair of chance, the weak of
education relevance and quality and also the weak of education applying
management. For that, local government is got to do some programs of education
development, couple with a willpower to prioritize a budget allocation at
education. This research uses qualitative research approach with descriptive
method. Applying of the research informant is done with qualitative research
characteristic is purposive sampling. The research informants are Padang
Panjang major, the head of Padang Panjang, head of Padang Panjang Parliament. The
data is collected through observation, interview, and study document. The data
validity testing technique is done through observation persistence technique,
member check, and triangulation. After the research data is gotten, the data is
analyzed through interactive analysis technique as stated by Miles and
Huberman. The result of this research has showed that the free education fee
program during 12 years has certain consideration. The general allocation fund
and local revenue have an important rule in supporting free education during 12
years. Wisdom which is applied by Padang Panjang government raises a mutual
respect for the education participants and education providers, like the part
of local revenue for education perticipants and quality education for education
participants. The program which is applied by Padang Panjang government, is
apllied by Padang Panjang education center well. This is proved by applying
which reaches the target in whole activity on work achievement analysiswhich
has done based on LAKIP that reach 72,13%. This number is valved good enough
because only Padang Panjang City which is able ti waive fees to the students
during 12 years.
