Abstract: Procurement of Civil
Service Areas are part of the management of civil servants are regulated by Law
no. 43 of 1999 on the Fundamentals of Human Resources. It is set uniformly by
the Central Government to improve the efficiency, effectiveness and professionalism of the degree of
implementation of tasks, functions, and duties of personnel, but the
implementation is delegated to the regions in accordance with the principle of
autonomy. In its implementation it encountered several obstacles including the lack
of clear standards for determining the needs of employees who performed the
analysis of workload and job analysis. This is resulting in large number and
impact of existing PNSD "plump" the organizational structure of the
region. So the budget burden is too much with local personnel costs both direct
and indirect costs.
