ANGGARAN SEKTOR PUBLIK : STUDI DESKRIPTIF TENTANG TINGKAT EFISIENSI ALOKASI ANGGARAN PENDAPATAN DAN BELANJA DAERAH RUANG TERBUKA HIJAU DALAM KAITANNYA DENGAN PROGRAM RUANG TERBUKA HIJAU YANG DIKELOLA DINAS PERTANIAN KOTA SURABAYA
Abstract: This study aims to
answer the research issues regarding the level of efficiency of budget
allocation in relation to green open space program in Surabaya City Agriculture
Office. This is importance because of the environment as a counterweight to the
progress of urban pollution so their presence raises a variety of needs to be
regulated and implemented. And the high value of the budget allocations for
environmental affairs programs, especially for green open space in the city of
Surabaya in comparison to the city of Bandung and Solo. The importance of
environmentally sound development, making many large cities allocate budgets
with high scores for green open space program. But the fact that the high value
of the budget is not followed by the maximum absorption. This study uses
qualitative descriptive research type. The findings of the data obtained
through in-depth interviews. Observation as well as use of the document. The
selection of informants was done by using purposive and snowball technique.
Data validity checking techniques using the technique of triangulation of data
sources.The results of this study indicate that the efficiency of budget
allocation to the Department of Agriculture in Surabaya, measured by the
efficiency ratio is worth quite efficient. It is influenced by good planning,
and performance assessment. Then the resulting impact on the efficiency of
green open space program budgets are increasing the amount of the substantial
amount of last year's budget that could be used to fund other programs or
activities.
