Abstract: The Replacement of
the Act No. 22 of 1999 by the Act No. 32 of 2004occurred because of the Act No.
22 of 1999 in running local governments donot have a relationship with the main
government and with the other localgovernments, so as to avoid the administrative
and territorial structure of therelationship between the structure governments.
The Election and dismissal /discharge of the Head of Region in the Act No. 32
Year 2004 regardingRegional Government has created a check and balance
mechanism between theRegional Representatives Council (DPRD) and the Regional
Head.
